District Raglor

Raglor was once the seat of power for the entire world until Raglor's global influence waned shortly before the Great War.

Leadership

Raglor was once the seat of power for the entire world until Raglor's global influence waned shortly before the Great War.

Since that time, much of Raglor's monarchical powers have been supplanted by the independent governorships of each District. Raglor itself still maintains a reigning monarch whose political power is of little real consequence in modern times, thanks in part due to recent rulings by the Governor of Raglor, Tiberan Candorin..

The current ruling Monarch's power, Tegeris, is waning to the point that there are several political parties looking to stage coup on her throne. It is a testament to her protective bodyguards (the Highguard) that such a coups have yet to succeed, although they have yet to uncover strong enough evidence to openly accuse Candorin and exact 'punitive' measures against him.

Culture

The District was perhaps the wealthiest and grandest of the Districts with each sector of the outer boroughs of Raglor given over to artistic architecture, large garden vistas and sparse housing districts crafted from local stone which house the Districts working class settlers.

Raglor itself is home to the largest colony of artists and they often flaunt their wealth of culture by expensive overtures toward political relations ranging from "aid" packages consists of expensive foodstuffs through to sending troupes of travelling Raglorian actors on large state-sponsored tours of the "lower" Districts in vain attempts to "civilise" them, although such diversions are treated with a little suspicion as Raglor isn't above using such actors to gather information about the political landscape of the other Districts to assess them for weakness.

Economy

At one point, Raglor survived on "tributes" paid to them from the other Districts in the form of formalised taxes raised by the Inspectorate (which was originally Ralgorian initiative to oversee and enforce their system of tithes and taxes).

Today, the District gets its greatest revenue from taxes levied against its own populace from everything from their basic food tax to tithes levied against medical care costs and levies on using the Districts advanced monorail network. Just about everything you do within the District's Walls is taxed in some way.

Law Enforcement

Law enforcement is dealt with by the local enforcement officials. These officials are known to be exceptionally keen to censure anyone found to be guilty of a crime. Penalties for crimes are kept unnecessarily harsh, as even petty theft is dealt with by death sentence once guilt has been ascertained beyond reasonable doubt - of which death is swift and painless by means of lethal injection in state sponsored public executions, which assists in keeping the populace in check and fearful of overthrowing their betters.

Industrial Infrastructure

The few areas of Raglor that are given over to factories continue to be prosperous and the mercantile regions are able and willing to offer their goods to whomever is willing to pay the large mark-up due to internal Raglorian taxes, although it is often remarked that Raglorian craftsmanship is exceedingly fine and often worth the additional credits due to the superior quality of their wares.

They have significant research facilities and a small portion of their manufacturing facilities are given over to creating prototypes of whatever the scientists are working on. Their researchers are heavily restricted in what they are allowed to research by strict royal edicts.

Raglorian Military

The Military forces of Distric Raglor are highly trained, mobile modernised forces, making extensive use of Armoured Personal Carriers to transport their teams of armed warriors in relatively safety.

The Raglorian army also boasts one of the largest fleet of ground attack and fighter interceptors of any District, allowing them to strike anywhere at any time.

The District maintains a sizeable standing army and is perhaps the largest of such armies of any District across Techniconica. The army itself is split between three different branches of the same military, the Custodians whose responsibility is defence to the last man of the District itself and is exclusively garrisoned there.

The second army, known as the Outlanders by the Districts citizens are permanently stationed outside the walls of the District at one of twelve external bases from where they can strike at any location on the planet.

The Enforcers

The Enforcers are the primary police force of the Raglorian District. They oversee that the laws are enforced with strict adherance. They are also used to uell any civil disobedience such as rioting.

They also form the third arm of the District's armed forces. Although their remit and equipment differs drastically from the regular forces, they are still have to have the same levels of phsyical fitness and readiness required from by the army.

This allows them to cooperate with well drilled ease when the full force of the military are called in to assist the Enforcers in times of dire need such as during full scale riots. It also allows the Military to become rapidly bolstered by additional personal should the enemy press the advantage and attack the District directly, providing the citizens of the District with another line of defence against attack.

The Enforcers are also a potent symbol of Raglorian authority to anyone outside the District and tales of their brutal riot charges are legendary across Techniconica.
